Dear Members,

Trust that you are all staying safe and healthy in the continuing challenging circumstances we find ourselves in.

  • We are very proud to announce that Paradise Beach Villas received the Travelers’ Choice Award from TripAdvisor. This award recognizes customer feedback relative to product quality and service over a number of holiday experiences.
  • COVID-19 stats on the island have shown a marked improvement over the past few weeks and we now stand below 500 active positive cases on island with 30 fatalities at the time of writing.
  • Occupancies at the Resort continue to be low – running between 20% and 30% over the last few weeks (compared to the normal average of 70%) and we trust this continues to improve. In this regard, we encourage you to let us know of your travel plans for visiting the Resort and we hope to see you soon!
    Remember you can preregister on our website and also please have your negative COVID-19 test ready to present upon checkin or if you are under quarantine, please present the letter issued at the airport. If you have to be quarantined, you must remain in your room until you receive the test results. Food and beverage items can be ordered and delivered to your room and the test results should be emailed to fdesk@paradisebeach.aw.
  • 1511 Coffee Boutique in the lobby recently opened a Sushi section. Their plan to offer delivery services to the Resorts and Condominiums on Eagle Beach since there is no such facility on this strip. We wish them all the best and those of you who love sushi, the feedback for far has been extremely positive so try them out on your next trip!
  • As is our annual tradition, along with our industry partners worldwide, we recently celebrated Housekeeping Week. In the present circumstances, everything was obviously low-key – but we congratulate them on their special week and recognize their hard work and diligence.
  • Re the Phase 1 third floor renovations:
    • Tiling in Phase 1 third floor rooms are 90% done.
    • The aluminum doors arrived and are being installed after which the balconies will be retiled. (Picture shows the actual installed door.)
    • New toilets are being installed as well;
    • The hallway is also undergoing renovation with a tiled floor, a new lighter ceiling look and improved lighting. (Picture shows the hallway tiled floor. Lighting and ceiling changes to follow.)

As most of you are aware, there has a spike in positive cases on island and while there is no need for alarm, the protocols that have been established are being more rigorously enforced. At the time of writing, we have 959 local cases, 15 non-resident positive cases and 5 fatalities. We expect the situation to improve very shortly but everyone needs to be more diligent in adhering to the protocols.

Annual Shareholders Meeting 2020

This year, we sent the Convocation to our shareholders (only) via email since COVID-19 has forced the introduction of many adjustments to the US Post Office system accepting and mailing items from Aruba which severely affected the normal physical mailing process. Since regular mail from Aruba to the USA is extremely slow, in the past we prepared the Convocation for mailing and forwarded them to our Bank in the USA where they would stamp, mail them from the US and then bill us for the stamps used. This year, when we approached them to do similarly for us, they advised that they could not assist because of COVID-19 imposed regulations. Consequently we emailed the Convocation to our shareholders. We apologize for any inconvenience this situation may have caused but it serves to re-emphasise the importance of having your updated email information since we intend to increase our use of digital means of communication in future.

At the Annual Shareholders’ meeting (ASM)

  • Approved the minutes of the 2019 ASM.
  • Approved the audited financial statements for fiscal year 2019 and discharged management obligations.
  • Approved the 2021 operational budget which reflects a 5% increase in the maintenance fees. (See new structure below)
  • Ratified the new Foundation Board members so that the Board is now: David Correale (Chairman), Zina Hassel (Secretary), Jim Pritsiolas, Al DiGiovanni and Marie-Louise Slaats. We extend a very warm welcome to the new members and wish the new Chairman and his team every success in the execution of their duties as a Board. We take this opportunity to sincerely thank the outgoing Board members – Dennis Hullmann, Fred Noemer and Gus Anglin – for their several decades of service years to the Resort and wish them well in their future endeavours.
  • Ratified the Supervisory Board members. To maintain some measure of continuity, the meeting approved the honorable discharge of Gus Anglin and Fred Noemer from the Supervisory Board. Dennis Hullman, David Correale and Jim Pritsiolas will continue as members of the Supervisory Board for one more year and we also wish them a successful tenure of office.

The 2021 maintenance fee structure – including the capital reserve – is as follows:

    • Studio $498
    • One bedroom $865
    • Two bedroom $1045
    • Two-bedroom townhouse $1068
    • Three bedroom $1450

Dear Members,

I am a bit distressed but obligated to share this information from the Press conference held by the Prime Minister last night. It is not the best news to receive or share but regretfully, this is our present reality.  I am honestly convinced that  the timeshare owners love and respect our island and will comply with the rules established to protect us all – and I said as much  in my July website update - but some others are more cavalier and lawless and less respectful of the protocols and this is clearly not in the best interests of anyone.

Aruba Coronavirus update 8/3/20 8:17pm:
Bad news tonight. The Aruba government just held a press conference to announce that there are five (5) newly infected residents and all are local transmissions. They are not yet sure how these people contacted the virus and they are trying to find that out and do contact tracing.

As a result of this news, brand new restrictions involving proper social distancing will be put in place effective immediately.

  • The government is urging everyone to use face masks at all times when social distancing is not possible and at supermarkets.
  • Restaurants, bars, and night clubs will now have a maximum of four people at each table with all tables 1.5 meters apart. No more dancing. No more standing or sitting at bars. Only at tables.
  • There will be no more gatherings of more than four people in the streets. At work places social distancing will be mandated and face shields and facemasks when that cannot happen.
  • Churches and funerals will go back to old protocols. No more than 25 people at funerals.
  • Casinos will now have even more stricter protocols.
  • All indoor sports and contact sports are canceled. Gyms will continue to remain open but they will also have stricter protocols.

The Prime Minister stated that all five people are home and recovering. The concern now is how they contacted the virus and keeping it from spreading.

The Prime Minister also asked anyone who has been in large gatherings lately to please go into quarantine. Check if you may be getting any symptoms. She stated that we are here because people have not been adhering to the rules and protocols.
Please everyone who is on the island be careful. Locals and tourists both. Follow all protocols and stay safe. The island cannot have another outbreak and everyone needs to do their part. Everyone!

  • Wear a mask on the plane.
  • Disinfect your hands and social distance.
  • Keep that mask on whenever you are around people. Don’t remove it for a photo or any other reason.
  • If you post any photos without a mask when not social distancing they will be removed.
  • If you get tested on arrival go straight to your hotel and quarantine until you receive your results!!
  • Also, If you enter an establishment where there are too many people and social distancing is not happening, turn around and go back to your home or hotel.
  • Wear a mask! Don’t participate. BE SAFE!! Please do this if not for yourself, for the wonderful people of Aruba and for other tourists too.

Lastly, Please understand we have no more answers at this point. Let’s refrain from speculating and asking if it was caused by this or that or where the people are. We do not know yet and if I get that information I will post it here. Please stay positive and again if you are on the island be careful and social distance, disinfect, wear a mask when you need to. Protect yourself and the people around you.

Dear Members and Guests

Extending a warm Aruban welcome from your Caribbean Paradise and trust that you are doing as well as you can in the present uncertain circumstances. After having opened up to travel from the USA on July 10th – which is our week #28 – we had 22 rooms occupied that week, 34 rooms occupied last week (week #29) and 36 rooms occupied this week – all split evenly between local members (who used Interval International to exchange into the Resort) and American owners. This slow re-start was anticipated as we safely expand business on the island.

We are delighted to announce that we have received our H&H – Health and Happiness – seal signifying that our Ministry of Health has made a site visit and determined that the protocols we have in place at the Resort are in accordance with the mandates established by the various Government entities for the accommodation sector relative to the containment and handling of the COVID-19 pandemic and below are some of the new established protocols:

  • Only persons registered are allowed in the suites. Temporary visitors are not allowed.
  • Maintain a distance of 1.5 meters / 6 feet space from other members and our staff. This is enforceable island-wide.
  • There is register of persons – including members and guests – as they enter the buildings.
  • More aggressive cleaning procedures in high touch areas throughout the Resort and changed cleaning practices in the suites. Hand sanitizers are available in the public areas and you are requested to make use of them and / or wash your hands properly and often.
  • The weekly members’ meeting and the weekly members’ get-together are both cancelled until further notice. Management will be available on a daily basis to share updates and provide answers to any queries you may have.

FRONT DESK

  • We invite you to use the pre-registration form now available on our website – www.paradisebeachvillas-aruba.com – for those members who will be visiting the Resort.
  • Check-in time is now at 5 p.m. and check-out is at 10 a.m. to allow for Housekeeping to properly service and sanitize the units between occupants. It is also anticipated that as a result of the more protocols and checks, additional time will be needed at the airport prior to departure.
  • The preferred method of payment is by credit card instead of cash.
  • So it is handled less frequently, on arrival luggage is taken directly to the rooms assigned. On departures, it can be stored in a designated area close to the Security Offices. You are advised to secure your luggage as the Resort will not be liable for any items reported missing.

FOOD AND BEVERAGE

The Tiki Restaurant is open for breakfast and lunch from 8.00 a.m. until 3.00 p.m. daily except Saturdays when it remains open until 6 p.m. and the Tiki Bar opens until 6.00 p.m.

  • Tables in the Restaurant and Bar are more spread out and the menus have been revised. Take out and room service is available and dining around the pool is encouraged.
  • You will be required to sign in at the Tiki Restaurant so we have a trace in case this becomes necessary in the future.
  • The preferred method of payment is by credit card or room charges instead of cash. However, please be reminded that there are no room charges on the day of departure.
  • Bingo has been cancelled until further notice.

CONCESSIONAIRES

Asi Es Mi Peru / The Kitchen Table
Asi Es Mi Peru is open daily except Mondays from 12 noon until 9.30 p.m. while The Kitchen Table opens Fridays and Saturdays.

La Terrazza Italiana is open from Monday through Saturday from 11.30 a.m. until 10.00 p.m.

1511 Coffee Boutique is currently undergoing repairs and therefore closed until further notice.

De Palm Tours
Located in the lobby for all your concierge and off-property needs and is open daily except Fridays and Saturdays from 8.30 a.m. until 5 p.m.

Paradise Minimart reopens daily except Sundays from 9.00 a.m. until 1.00 p.m. effective August 1st.

Jenya Beauty Salon is currently closed until further notice.

HOUSEKEEPING

  • Working hours from 8:30 a.m. to 3:30 p.m.
  • Rooms will be serviced three (3) times weekly consisting of making up beds, replacement of towels, soap and tissues plus garbage removal. Please call the Front Desk when you will be out of your unit and Housekeeping will schedule service during that time.
  • For stayovers a full cleaning will be on Fridays.
  • Pool and Beach towels are placed in your room on arrival. During your stay, the towel Hut is open between 10.00 a.m. to 12 noon and again om 2.00 p.m. and 4.00 p.m. for towel exchange which is limited to once per day and for the amount of occupants in the unit.

PUBLIC AREAS

– where social distancing practices should continue.

  • Use of elevators is restricted to persons sharing the same room and the number of persons allowed is stated on the door of the elevator.
  • Only persons occupying the same room only are allowed together under the palapas poolside and at the beach.
  • Access to the Gym will be done by contacting the Front Desk and Security will be contacted to let you in. Only three (3) persons are allowed at any one time for a time limit of half ( ½) hour. Please wash your hands prior to and wipe down the machines before and after your workout.
  • Until further notice, Lee’s Lounge will be closed for the swap library and shared table games.

GENERAL NEWS

  • Renovation of the third floor Phase 1 is in its second week.
  • During the renovation mentioned above, access to the Laundromat in this building will via the stairs adjacent to the
  • Housekeeping Office. The Laundromat in Phase 2 is also available for use.
  • Until further notice Geraldine Frank in the Sales Office which is located on the ground floor will assist you with the following services:
    • Members’ queries regarding transfers of ownership forms and status, beneficiary forms and copies of leases.
    • Members’ billing inquiries and/or payments of maintenance fees.

In the three (3) weeks since we reopened to tourists from North America, at the time of writing, we have seen our positive COVID-19 cases increase from four (4) to fourteen (14) with nine (9) of those cases coming from tourists. Last week, a visitor who undertook the test at the airport on arrival in Aruba and should have quarantined until the test results were received, was seen at the beach and in public areas prior to receiving the results of his test. He was apprehended but clearly such behaviour is grossly irresponsible and shows a total disregard for our protocols and will not be allowed. We thank you in advance for your understanding and compliance with the established protocols which are meant for your own safety, that of your fellow visitors, our staff and Arubans in general and as such, we appeal to the better judgement normally displayed by our timeshare owners and their loyalty to Aruba.

Dear Members,

Great news! In spite of unfounded rumors, we are delighted to share the details of the redemption of weeks that were affected by the travel bans imposed in an effort to control the spread of COVID-19 as visitors from the USA will be allowed entry into Aruba – under certain specific conditions – effective July 10th 2020 and here are the latest conditions.

Aruba still intends to open borders with the USA on July 10th 2020. However US states with a high incidence of COVID-19 cases will only be allowed entry if they provide proof of a negative test result PRIOR  to traveling to Aruba and will NOT  have the option of taking a test in Aruba. This stipulation will apply to residents of the following US States:

Alabama, Arizona, Arkansas, California, Colorado, Florida, Georgia, Idaho, Iowa, Kansas, Louisiana, Mississippi, Nevada, North Carolina, Ohio, Oklahoma, Oregon, South Carolina, South Dakota, Tennessee, Texas, Utah, Wisconsin, and Wyoming.

The proof would need to be submitted via the  ED Card website.

For residents of all other US States the  previous rules  remain applicable in that they will be allowed to take a test in Aruba – at their own expense – should they not be able to take the test and upload the results prior to their trip to Aruba.

Read the  official notification of this new condition for entry sent by the Civil Aviation Department of Aruba to all aircraft operators.

While the situation is easing, it is still evolving and we sincerely thank those members who have been patient, understanding, cooperative and supportive in the circumstances and look forward to welcoming them back to the Resort in the near future.

The plan outlined below is made with the best interests of our members and the Resort in mind and we invite you to review the COVID – 19 Update #3 dated April 8th 2020 where we shared the conditions under which we would be able to redeem affected weeks – especially as it relates the Resort’s ability to generate additional income and it is appropriate that we reiterate the following comments from that post “…. Our maintenance fees (which currently rank among the lowest 25% category on the island) are subsidized by additional revenues we receive: concessionaire income, energy surcharge, administration fees, Food and Beverage revenues, Sales income – and by far the highest contributor- rental income. We have been able to negotiate guaranteed rental agreements for some of our inventory in the summer and we also get most of our hotel room rentals at this time of the year. From the above list of revenue contributors, the financial contribution of rental revenue alone accounts for approximately $300,000 annually that we will forego to accommodate the redemption of internally switched weeks ….” Therefore, if the ability to generate additional income is impacted, it will affect the maintenance fees.

In extremely trying circumstances, Bianca and her team have done an outstanding job to get us to this point and the next step will be matching your requests to the available inventory. Please understand that approximately 1,300 units are impacted. The keys to get us past this point will once again be your patience and flexibility – for which we thank you in advance.

  • Persons affected from week #11 (when the Aruba travel bans were imposed) to week #27 (when travel from USA to Aruba was allowed again) can internally switch their weeks and there will be no fees.
  • For these members, we will start from this year (2020) with the intention to have it completed by 2023 – i.e. the remainder of 2020, 2021, 2022 and 2023.
  • The specific time frame in the above-mentioned years will be between week #17 to week #49.
  • Redemption is subject to availability.
  • We will send an email to the impacted members asking for their preference and prompt response. We will follow up with a telephone call if necessary.
  • Priority of redemption:

Members who were affected who own weeks #11 to week #27.

Members who, prior to April 03, 2020 (i.e. before COVID-19) we had already confirmed switched or upgraded weeks. Those members had paid the relevant transaction fees but could not come due to the local travel bans imposed.

Members who had already banked their weeks prior to April 03, 2020 will be allowed to redeem the week(s) under the same previous conditions – i.e. a) subject to availability; b) within a two-year time span.

  • The above applies only to bona fide current members who are up to date with their financial commitments.

Because of the volume of weeks from the above which we have to redeem in the limited time frame, owners whose week(s) start after the opening date of Aruba’s borders (i.e. after week #27) but who cannot use their week(s) are recommended to deposit their week(s) with Interval International.

Dear Members,

We would like to advise you of the following development on the island which affects our final decision relative to the handling of weeks affected by the Government-imposed restrictions on travel to Aruba.

The date was July 10th 2020 was announced as the “re-opening” date for visitors to Aruba from the USA but, the spike on positive COVID-19 cases in the USA caused the Government Authorities to review this decision. Additionally, on the island, after nearly two (2) full months of no new cases, in the past week we now have three (3) new positive cases but the death toll thankfully remains at (3) and only two (2) persons are in quarantine at the time of writing.

At the moment, we do not know what the Government’s decision will be but we have been advised that it will be forthcoming next week at which time, we will let you know. What we do know however, is if the travel bans are extended, this will obviously affect (increase) the number of weeks to be redeemed which means a revision to our plans.

As we need to get a realistic sense of what our occupancy will be like – starting with the rest of this year, Bianca and Sandra have already begun contacting our members whose weeks were affected on a sequential basis – beginning with week #11.
